During Yar'Adua's presidency he offered the Militia a 60-day amnesty in June of 2009. This amnesty asked the militia to put down their arms in exchange for the governments promise to install programs to develop and provide more programs for the community. Goodluck Johnathan is a native to this area and grew up fully understanding the conflicts that have deprived his people. At this time he was the vice president, and many people believe that he was the driving force that persuaded the Militia to demobilize. In the earlier video with Dr. Madu, he argues that the Niger Delta Militia agreed to lay down their arms because with the introduction of the new Vice President they now had an individual to represent them. This scenario can be compared to the uprising of the Boko Haram who mobilized after the death of Yar'Adua, losing their once sole representative.
